How do I crop a video without reducing the view area?

I have a MPEG2 file that was created at 350x288 resolution. Every attempt
to enlarge it and make it viewable at 720x480 on a standard TV has been
unsuccessful. The image is too blocky and distorted. I want to crop it so
that the image is smaller on the TV with black space filling in the unused
areas of the screen. The cropping filter in VS only partially accomplishes
this. It hides a large portion of the movie.

The cropping filter in VS only partially accomplishes
this. It hides a large portion of the movie.
Have you adjusted the parameters/keyframes by clicking on Customize Filter? You can crop as little as 1% from all sides.

The cropping filter hides a protion of the video. I want to see the entire movie at a smaller size. Basically, I want to "shrink" the video so that the image is not as distorted.

Put a color - try black first - in the timeline. Make it the same time duration as your video.

As Trevor said, insert the 352x288 video into the timeline. You can adjust the size to however big or small you want it to be over the color in the regular timeline.

It may take a time or two experimenting with the size you make the 352x288. You can enlarge it - try 125% first and see how that looks.

Output the file and enjoy.

What version of VS are you using? I know with 9 and later you can check the box that says Distort Clip,in the Attributes tab of a video on the Main track and resize the video to however small you would like it to be.
