i have a problem with ulead photo expres 4, i cant initiate the program. when i do double clic it don't likes. i tried to reinstall and when it finishes to reinstall , the same thing happens, don't likes to run. i want to know how i can correct this error

Unable to Start PE4
I have had to reinstall PE4 and my scanner (240th Direct Webscan Gold).
My operating system is Windows XP.
PE4 will not load. A second attempt to load as Administrator didn't work.
I Removed PE4 and re-installed it - same problem.
I checked and found I hadn't registered the software; I tried to register it but the serial number I had recorded was not recognised.
Where do I go from here?
Meantime I have a high stack of phot's to copy - help please!
