Hi,
1 When I captured NTSC/SVHS video as an AVI using ATI's All-In-Wonder, I noticed a ragged bottom to the video throughout all clips when viewed in VS9s timeline.
This looked like it might be the bottom lines of video that we normally don't see on TV if the tracking is ok. How can I avoid this because it made its way all through editing and appeared on the final SVCD?
2. This video also had the top and bottom clipped off when seen in the VS9 viewer. This too was maintained all the way through editing and emerged on the final SVCD. Any ideas how can I can correct this?

Point 1 is normal and present in all TV-captured video. You can't avoid it but:
- it will be invisible as always when your disc is viewed on a TV
- if you want to watch it on a PC then you can use the crop filter and limit height to 99% centered.
Poitn 2 no idea, except if you have a 16:9 / 4:3 mismatch.

This my understanding of it.
I have been proven wrong on several occasions in my life. It's not going to improve.

Re: Ragged bottom
Are you seeing this "ragged bottom" on an external TV set?
(I'm not sure about your individual configuration for viewing your video.)
If so, then this problem is sometimes caused by an incorrect setting in your graphics display adapter software.
For example, if you're using ATI's "Catalyst" software, then there's a setting you can choose; I'm not remembering the wording exactly because I'm not at my home computer at the moment.
But as I recall, you can choose from two options:
1. display video sources natively
...or...
2. zoom video sources to fill the screen
To fix a similar issue on my computer, I chose option two.
And the rough edges no longer displayed during playback on my external TV monitor.
Perhaps this is the issue you are experiencing.

When I get home, I'll check the exact wording of my ATI software.
I just re-read your post and it seems you are also using an ATI device.
