Hi,
When I try and move the slider bar (Jog Bar) in the chapter edit and move the wheel, to find the exact moment the chapter starts it freezes and always goes to the beginning of the video. Even when I click at the point I think is close to the chapter point the arrow on the slider always goes to the beginning and makes chapter making impossible as I cannot mark the chapters.
Please help, why is this doing this?

I take it your video source is in MPEG format. If so it is made up of
I Frames
B Frames
P Frames.
You can only jump to an I frame - the I Frame is a complete picture
The other two types are only partial pictures that store changes to the preceding I Frame.
Normally you get one I frame every 15 frames - the complete set of 15 frames is termed a GOP (Group of pictures). You can alter the structure so that you have more or less frames in a GOP
example 1 I frame every 10 frames, or 1 I frame every 18 Frames.
It is a part of the compression process to keep the file size small. If every frame was an I frame (Complete picture) then the video wouldn't for all practical purposes be compressed and would be quite large

So, what would be the best way of getting my camcorder footage that is recorded on an 8cm disk onto my machine (my camcorder is a Sony DVD Handycam)? At the moment I convert it to MPEG and then use that method. If I put the disk straight into my machine will the software convert it so I can then add chapters?
I have tried to add chapters automatically but I get chapters in the wrong places so it would be simpler if I did it myself.

If it "freezes" and always goes to the beginning of the video, it's not an I-Frame problem. You will have a new I-Frame every half-second or so. If it's not an I-frame issue, you may have a corrupt MPEG. This could be caused by a bad blank-DVD, but it's more likely the fault of the camera. It might have something to do with starting & stopping the camera during recording... but that's just a guess.
Both VideoReDo and Womble have tools that can sometimes repair an MPEG. Both offer free trials.
If you edited the file, the file may have been corrupted during the editing process. If you suspect that's the case, you can try an experiment by adding chapters to the same, but unedited, file. If it turns-out that the editing is causing trouble, one solution is to edit with VideoReDo or Womble. (I bought the Womble editor.)

First I converted the MPEG it to an AVI file and that worked fine, I could move and make chapters wherever I wanted to. But since putting the disk straight into the laptop and doing it that way I have found it a lot easier and even though it is still an MPEG I can move anywhere I like and put the chapter anywhere I like.
I don't know if converting the VOB files to MPEG's (?) made errors in the file but doing it via MovieFactory is a lot easier.
The instruction book isn't that great so thanks.
