In a search for an answer to an unrelated problem, I came across the suggestion of inserting saved projects into the timeline.
I got an idea...maybe not a new one.
Could I build a project of multiple overlay tracks and insert it onto the overlay track of a new project. The answer was yes. So, I think I have effectively increased the number of possible overlay tracks to 36. I could even save the project of projects, however I could not insert a project of projects into the time-line (going for more overlays) Darn. This may have it's limitations, I don't know if video quality is effected, or how it affects masking and such. I just made a quick 4x4(16) grid which filled the screen with nothing on the video track
Hope someone finds this of interest, I did.

Using VSP Project files in overlay tracks is a very powerful and often overlooked procedure.
