If I save a portion of a DV clip with Save Trimmed Video, does UVS recompress the file with further loss or is this manner of saving lossless.

If you are talking solely about DV format, then the answer is doubly no. First, I always use Save Trimmed Video with captured DV video. No problems. I think there is some usage of SmartRender involved which means only the video around the cuts is affected.
But more importantly, secondly, the algorithms by which DV format is constructed mean that it is in any case an essentially lossless format.
If you are talking about mpeg-2, then I think only the first factor above comes into play. Mpeg-2 is by contrast a lossy format. But if the initial quality is high, you would be unlikely to notice any degradation even around the cut-points.
