You can go HERE and check the Compatibility list. It does not list your capture card, so it should be, however that list was last updated in 2004.

Once you have a digital video file on your hard drive, you can use the video editing / DVD authoring software of your choice.
For analog video capture, you are almost always better-off using the capture software that came with your capture device.
One other thing to watch-out for, is that MPEG editing with Ulead can sometimes cause trouble (DVDs with 'lip-sync" problems, etc.). This doesn't always happen to everyone, but I believe the ATI cards can capture to AVI/DV (13GB per hour). You should be OK, as long as you capture to DV, do all of your editing in DV, and then allow Movie Factory to do the MPEG compression as the last step before burning.
