Blur video filter question

Hi!

I'm using VS 10 and am wanting to use the blur video filter to blur out the license plate number on my car plate. Is it possible just to blur a certain part? I want the license plate frame to show, just not the number. Is there some other filter that would do the job?

It's not that simple, however have a look at This Tutorial, that explains how you can do a license plate blur.

Thanks, Ron. I'm pretty sure that I follow what it's saying, but the issue I'm having is opening the blur files. I go to Video Filter in the pull-down menu and the Open Folder icon isn't available. I'm fairly new with the software, so what am I doing wrong?

That's the correct behavior. The folder icon is for loading new files into the Library. With VS in order to add additional filters you need to install the file(s) into the proper folder, C:\Documents and Settings\UserName\Application Data\Ulead Systems\Ulead VideoStudio\10.0\Video Filter.

If you'll notice the folder icon is not available in the Transitions, and Titles also.

Sounds like you might be missing the Video Filters. That's a fairly common occurance for some unknown reason. If they are missing read http://phpbb.ulead.com.tw/EN/viewtopic.php?t=17854.
