Neither Video Studio or Movie Factory can make a DVD with subtitles or multiple-language soundtracks

Just talking VideoStudio only - I don't use Movie Factory.
Depends on exactly what you mean by 'subtitle' - if you mean the type you get on commercial DVDs that you can turn on and of and are usually/often the speech track then no - you can't do that.
Neither can you make multiple-language soundtracks
VideoStudio is an entry level editing package - you need to go upmarket a bit for the requirements you list.
