Convert 16:9 to 4:3

What is the best way to crop a 16:9 HD video and convert it to a 4:3 video for Youtube ? The crop should apply to the centre section of the video and not show black bars or distortion of the image.
If the crop filter is to be used, how can it be applied to all clips and overlays at once ?
