PI 10 - where do I get the library files?

I had to reinstall my PI 10 after Windows crashed. Now when I go to create a web component, it tells me that the files needs are missing and takes me to the download section. The download section goes through the "motions" of downloading ending with "0 bytes downloaded". Sigh. I want my components back - how can I manually install them?

OK, I found their location, but it won't "remember" where they are. I have to tell it where to find them each time I want to use them. Please help.
