Having problem mixing 16.9 & 4.3. Wont show both correct size at any time. editing & after I created file

Welcome to the forum
You don¡¦t give much info¡¦ to go on:-
What version of VS are you using?
Are you intending to use 16:9 and 4:3 side by side, in the same project?
OR¡KAre you intending to place the 4:3 on top of 16:9 (or the other way around.)
Use the top video track for the main video and the overlay track for the other.
Read my guide :- 16:9 A look at widescreen, this will give you an idea as to what the preview screen should look like when using 16:9 and 4:3.

What is the best way to crop a 16:9 HD video and convert it to a 4:3 video for Youtube ? That is, starting with a HD 16:9 clip, how do I crop it to extract a 4:3 clip for displaying on the net ?
The crop should apply to the centre section of the video and not show black bars or distortion of the image.
If the crop filter is to be used, how can it be applied to all clips and overlays at once ?

I have not used U-Tube nor HD video, so that¡¦s a good start.
You have two things to achieve.
1/ Change the aspect Ratio to 4:3 ( this may not be necessary if u tube accepts 16:9)
2 / Downsize your video for web viewing.
Both of these operations are going to take a long time to render, but should be possible in one go.
I have just viewed the templates used by VS. The MPEG- 4 template PSP uses a frame of 368 x 208, very similar to 16:9.
If you were to render your project using this template it may be all that is required.
I feel you are best to complete this operations from a single file.
Changing the aspect ratio/frame sizes of a project cut into several clips, containing text and transitions may cause problems.
So complete your editing and render the project back to a single file, use same as first Video/clip to keep the properties similar.
Now render the new file to Mpeg-4 PSP
If you do require 4:3 then you will have to change the frame shape as viewed in the preview screen.
As a test, I suggest you use a clip about 30 seconds long.
Start a new project
Set the Project Properties aspect ratio to 4:3
Tick¡KFile ¡VPreferences-Show messages when inserting first video¡K..
Insert the HD test clip
Select NO to changing the properties, (we need 4:3 not 16:9)
Changing the frame:-
The project is showing 4:3, all you have to do is stretch the frame to fit the screen.
Select the clip in the timeline
Select ¡¥Attributes¡¦ tab
Tick ¡¥Distort clip¡¦
The yellow trim handles can be seen in the preview window.
Drag the whole frame towards a corner, drag the opposite corner trim handle to enlarge the frame.
Using the corners keeps the frame in proportion.
Right click the frame for more options (Anchor Center¡XCenter)
Play in project mode
Render the project
Share--Share Video on Line¡X
Try the Good Quality, this will produce a frame of 320 x 240
The file will be Wmv.
