"Failed to Load Templates" error

After I insert chapters in my video and it apparently goes well I attempt to go to the next step. I get two "Failed to Load Template" errors in sequence and the chapters do not appear. (As this is the first time I have attempted to use this feature I am not sure what I should see.) When I click on the back arrow to return to the page with the Add/Edit chapters feature the error occurs again albeit only once.

The chapters are still there.

This is in UVS9

Any help will be appreciated.
