Ulead mentioned that the images included in the Ulead Photoimpact is
"royalty-free", except the sample photos in the albums on the install
CD.
So, does this "royalty-free" mean that I can create website templates
with those images, and even make derived image libraries for sale, or
even give-away the images on my website?

"Royalty-free" issue
Royalty-free does not mean copyright free. It simply means if you should use the image for personal use, like to create your own web page, you do not have to pay Ulead a royalty however they still own the copyright to the image. You can not redistribute them on your web page because that would be a copyright violation.
Your best bet is to contact Ulead for clarification though.
