VS11+ Dual Layer (DL) DVD problem

I'm editing my son's school play. It's source is mostly .Mod files from my JVC HD Camcorder. It renders nicely and I've built an .iso for mass production for other parents. Because of the length, (2hr 20min) I used DL DVD's and added an intro video and chapter menus for the 34 chapters. When burned onto a DVD, it plays great until about the 2 hour point. It then starts over with the Intro video. If I use the chapter menu for the last 4 or 5 chapters, it starts playing in the middle of early chapters. This happens on the DVD recorder used for the burn and any DVD player tried so far. While I don't understand the details of DL DVD's it seems to me that the first layer was burned OK, perhaps not the second layer. When I 'chapter' to a late chapter, it seeks to the right position on the disk but plays the first layer.
