can c3dps make a dirty film effect

I¡¦m looking for a ¡§dirty film effect¡¨. Can c3dps do this,or would a video editing program be easier. I hear ulead video suite (i think that¡¦s what it¡¦s called) is pretty easy to use, would it have this effect? Or recommendations?

Does anybody remember the amiga video toaster? It had an effect like this..

Ulead's video editing software both Video Studio and Media Studio Pro have an old film filter. This filter does dirt, scratches, etc...
