I tried to put a frame on picture overlay but it won't work. I plan small picture on overlay with frame. Have you tried it? Any suggestion idea?

Yes I have. The simplest approach would be to drag a color clip to either the main video track or an overlay track. Then insert your photo to an overlay track below (which is really stacking it on top) your photo. Now resize your photo so only an inch of the color clip shows around the edges of the photo. Viola!! instant frame.
You can also use a mask on your photo, to give it ragged edges, or an ellipse shape.
