How to blur face like on "Cops" on video

I am evaluating VideoStudio and have found it pretty easy to use. The one thing I can't figure out is how to mask out a face, like they do on "Cops" when you don't want someone's face to be recognized. I know how to do it in Photoshop for my still images using either a mask or a simple gaussian blur, but how do you do it in VideoStudio with an image that is moving around?

I need a way to do it WITHOUT purchasing additional software like Moving Parts
