looking for a way to create the effect of speaker talking
I would like to be able to create the effect of having a pseaker box talking to the viewer. Think like with the line that represents the voice speaker and pitch changes represented in the line. any ideas?

What version do you have, Cool 3D 3.5 or Production Studio? This is possible with Production Studio, however I don't know about 3.5.
Edit
Here's a quick example I threw together.

Instead of lines, I used an ellipse. The scale of the ellipse was animated for it to grow larger, then the transparency was set in the last frame to 100%. I simply copied the ellipse, then changed the Show/Hide to show for each ellipse 5 frames later. I also adjusted the end frame for each. The first finishing sooner, the last ellipse uses the entire duration of the animation.

Sounds like this is more what the poster is after.

I believe it can be done in COOL3D PS but not nearly as easy as it is in this AE tutorial.
