Customer Care Center - Does not work for Return/Refund?

Who do I contact to process a return/refund for a product purchased on 04/29/2007? The Customer Care Center hangs at 25% when trying to submit a question. :cry: See below for policy:

RETURN REFUND POLICY

"To request a refund for your downloaded (ESD) software purchase, please visit the Element 5 Customer Care Center. In your message, you should explain what the problem was and why you want to return the product, include your name, e-mail address and the reference code of your purchase. You will find the reference code in the purchase confirmation e-mail. We expect that you have destroyed all downloaded files and have not been copied or saved in any other way. You will be asked to sign a Letter of Destruction and return it (by fax or postal mail) before you receive your refund amount."

The Customer Care Site does not work it hangs at 25% when trying to submit a question.

Do I need to contact Visa for a charge back?
