Hi, and welcome to the forum,
I have one of these Belkin High Speed USB DVD Creator things and came across the same problem when I first hooked it up.
Here's the fix taken from the Belkin website (some time ago, I don't know if it is still there).

I have one of these Belkin High Speed USB DVD Creator things and came across the same problem when I first hooked it up.
Here's the fix taken from the Belkin website (some time ago, I don't know if it is still there).
Hope that helps, and next time, please search before posting. I have answered this question a few times recently, in fact, the above is almost a straight copy & paste from here - http://phpbb.ulead.com.tw/EN/viewtopic. ... highlight=.Customers call saying that in the Ulead VideoStudio software they can see the video coming through and can capture it ok but it is always in black and white. This is because the capture properties are set to NTSC (America¡¦s video standard) and not PAL (Most of Europe except France).
It does give them the option to select when installing the Ulead software but this does not seem to affect the setting, it ends up on NTSC anyway. Follow these steps to change that option.
1. Open the Ulead video studio ver 6 software, go to the capture screen by clicking the option at the top
2. Click on the options button and select ¡§Capture Properties¡¨ from the drop down list .
3. Select ¡§Video Capture Filter¡¨ from the drop down list of property types and click on the ¡§Properties¡¨ button.
4. Click on the ¡§Image¡¨ tab at the top and then in the section ¡§Video Sources¡¨ select the ¡§Pal¡¨ radio button and click ok, then ok again to get back to the main VideoStudio screen.
5. If the customer still gets a black and white image get them to disconnect the F5U228 then in add/remove programs in the control panel uninstall the ¡§High Speed DVD Creator¡¨ and reboot the pc.
Then download the latest PAL driver from our website and install it, reconnect the device (It should be redetected with the new driver) then in the VideoStudio software set the option above back to PAL.
peace
