Welcome to the forums,
Yes we can, but first we need your help. Without more details it is difficult to troubleshoot this problem.
A file not being accessible could be due to the file just not being there, the proper permissions not granted to the user or the file has read-only permisisons, then finally the file just is plain corrupt.
Please view This Thread, it provides a guideline to the specific information needed to help you.

I am sorry, but no one is going to be able to help with the singular lack of information your have provided. All we know is you have a new computer and can't import a certain file.
None of us are mind readers. What sort of computer is it? Does it run Vista or Windows of some kind? If Vista, which version of VS are you running? (Only VS10 will sort of work with Vista, and then only with a patch.)
Where exactly is this mysterious file located? What format is it?
How exactly are you 'importing' it?

I am also in this little pitfall.
I'm using VS10.0, on Windows XP
Whenever I attempt to import a video file (by clicking on the folder icon next to the drop-down list), and this is almost any video file, the message comes up
[filepath] is not accessible
Project settings are default - I'm only trying to load it into the thumbnail screen.
The files I try to import are all .avi, and are generally around 360, 000 kB
I have however imported some other .avi files, but these are small things like movies from mobile (cell) phones.
I'm using PAL.
The intended output would be to crop around a section and export the audio section as an mp3 file.
My theory is that I don't have the codecs required for these files, as they don't play in Windows Media Player, only VLC Media Player. My evidence for this is that when I play the same files via the local area network, they work fine on Windows Media Player, suggesting a deficiency in the program. Could this potentially be the problem - lack of required codecs? If so, how would I resolve it?
Thanks for all and any help.

You have to tell us exactly what flavour of .avi you are capturing. As you may be aware, there is a wide variety. Uncompressed .avi is huge -- around 65GB per hour of video. Then there is DV/AVI from mini DV digital video cameras. It is compressed but not lossy and runs at around 13GB per hour of video.
But then you find a variety of other codecs, including those used on digital still cameras for short videos. They are highly compressed mpeg-4 videos in the main, though they use the .avi extension. They include DivX and XVid and, yes, you need to have the codecs for these on your computer. XVid is a free codec, while DivX is commercial, though there is a free version which does not have all the features of the commercial version.
There are also other formats such as the motion JPEG (MJPEG) and QuickTime (QT) formats.
And some very recent cameras are using the H.264 mpeg-4 codec. But VS10 and prior versions cannot handle video from that codec. Apparently the just released VS11+ can do so, though I haven't yet had the opportunity to check this out...
So right click on an example of each type of .avi you have captured. Do this on a file either in the timeline or in the VS library pane. Copy ALL of its properties here, please.

The problem is that I CAN'T get any of these .avi files into the Library pane of VS. Is there somewhere else I can find these properties?
I'm almost 100% sure of the codec thing being the problem as a similar error message comes up when I attempt to import the same file into moviemaker, except in mroe detail, saying that the codec isn't installed. Do I need to manually install the codec - I thought Windows Media Player grabbed all required codecs by nature?
Thanks for the quick reply
EDIT:
Ok I figured out a way to get the properties. Here it is
