BURNED DISC POOR QUALITY

I have burned my project to a DVD, I found the picture quality very poor compared to the actual VHS film, The picture looked alittle blurry, and the playback was very jerky, and sometimes seemed to stop, it does not seem to play right.
In my project I have included pictures (which came out clear) and I have added music. The entire project lasts for about 25 minutes long.

I have checked the properties of the clips:
VIDEO TYPE: MPEG-2 VIDEO
ATTRIBUTES: 24 BITS 720 X 480 4:3
FRAME RATE: 29.970
DATA RATE: VARIABLE BIT RATE (MAX 8000KPS)
How can I get the quality to look like the original VHS film! Are there some settings I have neglected to change, or did I do something wrong at the beginning when I was capturing the original video. Any info would be greatly appreciated, PLEASE NOTE I not too computer literate so explain in simple instructions. thank you

For a start, you could tell us what capture device you used to capture the VHS footage, and what version of VS you are using.

The first thing to be established is if it is the DVD discs or the software.
Try burning the DVD to a hard drive folder and play it back with WinDVD or PowerDVD. If it now plays OK it may be your DVD Discs.

If the DVD on your hard drive is jerky it may possibly be a field order problem where you have them reversed. Tell tale signs are things that are upright such as lamp posts and telegraph poles that appear to be jerky when the action is moving across the screen.

Generally speaking video that originated from a digital source such as a digital camcorder will be lower field first.
Things from an analogue source such as a TV card will be upper field first.
