Welcome to the forums Danny,
Since you posted in the VideoStudio forum, I going to guess that you are using VideoStudio. However which version?
There is no "monochrome" title effect. The titles have their own effects, and video filters can not be applied to them. However you could try a couple of worrk-arounds.
1. Make your title transparent. On the Edit tab click on the Border/Shadow/Transparency. In the dialog window that opens, on the Border tab, place a tick in the box beside Make text transparent. Your title will be transparent, which would appear that it also has a monochrome filter applied.
2. Using VS, a graphic application, or third party titler such as Cool 3D, create your text, render it as a video. In VS this could be done by starting a new project, going to the Title Step. Type in your title, set the duration for as long as you are going to need it to be. Then render the title, as the same format as the project you want to include it in.
Open your "monochrome" project, you will need an overlay track for your title. Use insert video, to insert your title to the overlay track. Now you can apply a monochrome filter to it.

Ok I know what your wanting to do now. I had done a tutorial on that a couple of years ago, however I don't find it now. That is a mask effect. You will need a graphic program like PhotoImpact or PSP or PS, or possibly you can still do this with just VS..
I'm going to try to remember the steps to do this, while trying it in VS..
1. In VS, type your text, using a color that can easily be made transparent by the Chroma-Key, I used Green, and use a fat font.
2. Render your Title to a format that you are using, I used DV (avi), which is the same as the project I'm creating.
3. Open your Main (monochrome) project, insert your "title video" onto the overlay track. Right-click on the screen and select Keep Aspect Ratio, and Fit to Screen.
4. On the Attribute Tab select Mask and Chroma-key, then choose Chroma-Key. Using the eye-dropper select the Text color, on your Text in the Preview window. If you had a black background you will not be able to see your text now, as it will be transparent.
5. You should have your Main video clip, in the Main video track. Now click preview, and your Main video will be playing through the text.
The downside of doing the above, you will have to insert several copies of your "text video" to make the duration the same as your main clip. If you use PhotoImpact (or the like), you can create an image, and then adjust the duration for as long as you need...

Ron, I am not sure what you mean by:
If the OP knows how long his title needs to be he can just render his title to that length. If he doesn't yet know that length, he can still render his title, then use Playback Speed to adjust it's length. Since it is a static title (I assume) adjusting the playback speed should have no effect on it's appearance (i.e. slow motion). The downside of doing the above, you will have to insert several copies of your "text video" to make the duration the same as your main clip.

Very nice effect and perhaps a reason why some of our members may wish to purchase these tutorials from the Ulead partner products Page
Anyway nice procedure given by Vidoman and so I am placing a copy of this post in the Tutorials.

Briefly, You create a mask with something like PhotoImpact, Photoshop or similar.
You put a video on the video track - perhaps a firework disply would be a nice effect.
On the overlay track you place your mask so that the video on the video track shows through where the writing is.
You can either use a mask that has transparancy where the video shows through (creating the writing effect) or use the chroma key functions to achieve the same effect.
