You could try using Nero. I don't exactly what comes in the OEM version, but in the full version, you would go to the video icon, and choose "Make your own DVD-video". Then follow the prompts.
You would waste fewer blanks if you tried it on an RW rewritable disc.

Steve -- I am not clear why you suggest he create BOTH a DVD folder and a disc image. If he creates a DVD folder, he can play that back on WinDVD or PowerDVD or other software players (including the Nero one); AND he can burn it using Nero or Roxio etc.

The only reason I suggested both (which as you say one will do) is that I am not sure he would know how to use Nero to burn a DVD folder.
If the poster does know then simply burn a DVD folder and not the image file. Going the other way burning an image file will not afford him the opportunity of viewing it with WinDVD etc.

To get around the VS burning issue for now (can figure that out later).
In the last screen where you actually burn the dvd click on the "DownArrow" to the right of the screen to display additional burning options.
UnCheck - Burn Disk and check ON Create Image file (ISO File).
Select a place on you harddisk to burn the ISO image file.
Create the image file on your harddisk.
Exit VS.
Open Nero and burn the ISO image file that VS created to a dvd using Nero.

SUCCESS! Thank you everyone! I think we got it now. The DVD has played on all the players I've tried so far and will try a few more tonight but I really believe that we got it licked.
I did as suggested and created with VS the DVD folder and disc image then installed the Nero and burned the video to a -R disc. On a side note, after following previous suggestions about how to make the video fit on a -R with VS9, I saw that the video would take up a bit over 2gb but as I mentioned, the burning failed. Not sure why but the video file shrank even further when it was converted by Nero and is less now than 2gb but the image quality suffered a bit...but it plays!
So I thank you, my Daughter thanks you and her drama club thanks you! I would not have been able to complete this without all of your advice, suggestions and most of all your willingness to help! Thank you very much!
Couple of followup questions, what files may I now delete? I have the original AVI, the MPEG, the VS porject files and the Nero files...my guess would be save the MPEG and maybe the Nero? With the MPEG file, I guess I could eventually figure out how to burn in VS or convert it again if I needed to. Lastly, I found that though a digital camera (6mp) can do videos, it seems to do videos in much reduced resolution. With this in mind, would a 90 minute video with an actual video camera take up even more memory? Or is it the format that the video is saved that makes the difference?
