Unable to empty recycle bin in VISTA..HELP!

After trying what you suggested with the google ideas...and everything else...NOTHING worked
BUT...
I finally did find a program that I used in the past that did!!!! It's Tuneup 2007. It just became Vista compt. so I tried it's recycle bin shredder program on it and it deleted the file with no prob! Not sure why this program worked...and not the others...but who cares..the file is gone!
