Welcome to the forums,
Do you have the boxed or ESD version of PI-11 or 12? If the ESD you might try unpacking (extracting) the install file, then running the setup.exe.
Did you have them installed at one time, then removed them?
The error you're getting appears to be one that is generated when trying to upgrade, and the installer is looking for an earlier program. It also could be that you need to install PI-12 (or 11) before installing GA-5. I don't know if buying the stand-alone version of GA-5 installs differently then the one included with PI.
What happens when you try to install PI-12 or 11?

Although you have yet to complete your
so that we can then view your system specifications. I can see from your posts above that you have XP.
Are you trying to install whilst logged onto your computer as an administrator account?
If so then the first step will have to be a clean re-installation.
You will not need to install PhotoImpact 11 first, when you install Photoimpact 12 it will ask for a valid serial number for PhotoImpact 11 before allowing you to proceed.
Because you have attempted to install both versions then I suggest you follow as far as possible the following
Complete Removal Procedure
If after doing this you still cannot get PhotoImpact 12 to install then I suggest you work your way through this link:

It is possible there could be a problem with your new computer - hopefully my trouble shooting guide will help to identify and resolve it.
