How To? Light shining out of text

I am looking into how to make text titles with a "light shining through" effect. Where the light comes from "inside" the text and shines out from it. I would like to make the light cycle from left to right as if a light is moving behind the text.

What you are describing is volumetric lighting. COOL3D cannot do this. Correction: No Ulead products offer this feature.
