How can I replace an image in a single frame?
I want to export a frame to photoshop (which I've done), edit it in photoshop and them re-import it back into that one specific frame. But I can't figure out how to replace a single frame.

First, you would need to cut the video at the point where you extracted the frame. Then you would simply drag and drop the newly edited frame back to the same spot so that in effect it comes a new 'video' in the cut space between the two halves of the original.
Or you could place it in the overlay track at the relevant point and size it to fill the screen.
However, I must ask what you are working on and what effect you are trying to achieve. Are you for instance doing a slideshow? If you are, then I might be able to understand as you would stretch the frame to whatever length you want.
But if it is a moving video, then I am at a loss to know what you are trying to achieve. A frame, if you are in an NTSC country, is only 1/30th of a second. Much less than a blink. A single edited frame would be totally lost as the video moves on at 29.97 frames per second (25 fps for PAL).
