Stuck in pan mode - unable to 'select'

When I paste an image from Windows clipboard into a new 'image' in PI-11, if the image is too large for the screen, then once I've pasted it I cannot use 'se'ect', 'crop' or any other tools - PI is stuck in pan mode. This means for example I can't paste an image and then select just the part I want. Is this user error or a bug?

does it automatically resize to fit the work area?
