TV Safe Area

Dear all,

One quick question...can you explain to me exactly what 'TV Safe Area' is? If I remember correctly it is accessible during the 'create disk' wizard. Is this related to the fact of having the sides of a video clip partially chopped out when viewed on an ordinary TV set?
