Enlarging part of the screen

When editing am I able to "zoom" in on an image or section of the screen and make it full screen? e.g. getting a surfer full screen when he is a bit smaller centre screen or let's say slightly to the left.

On a video ?? - yes just apply the 'Video Pan' filter from the 'Video Filters' library and use the 'Customize Filter' icon to set the amount of zoom and position etc.

but do remember that the more you zoom the poorer the video quality will become - you are after all just enlarging a part of the video - not zooming in with your camera lens
