How to set compression settings to get specific file size?

I need to render a finished project to an MPEG2 formatted file with a specific file size limit (in this case, 200MB) and I am getting larger than than that using the VS defaults.

I have tried different options, like smaller frame size and slower refresh rate and am not making much progress.

Rather than do this by trial and error, is there a tutorial or other advice as to how I can specify the maximum file size, and quickly find the combination of paramters that let me achieve it?

Is this the right work flow:

Share tab > create video vile > custom
Save as type > select MPEG-4 Files (*.mp4)
options... > compression tab >
enter the calculated bit rate in the "video data rate" field

???
