NTSC no flicker - PAL flicker WHY??

NTSC vs PAL issue:

I have a serious flickering problem with a sequence in which I have used an overlay mask over a still document. The mask serves to highlight some lines in the document which is being zoomed in. It looks ok on computer, but flicker on TV.

I have tried everything, but to no avail. Upper or lower field first, deinterlaced or not, interpolate frame size..., AVI or MPEG video files, soft edge for overlay file, blurring underlying image etc etc. But to no avail.

I accidentally used NTSC (29 frames/sec) settings instead of PAL in the video file, and that got rid of the flickering!!
It looks very smooth.

Any idea why?

My project settings are PAL DVD aspect ration 4:3 and I create MPEG2 files with constant data rate 8000.

Why would NTSC give better result - I live in Europe and my DVD player can read both standards. This drives me crazy...
