Welcome to the forums,

As far as I know, no it can not. It is a DVD authoring program, with a degree of editing ability mixed in, and not a TV capture program. You have to manually start the capture process, but you can set a fixed duration to capture.

Well, my Hauppauge card came with scheduling software. (AFAIK, it only works with the Hauppauge recording software and hardware.) ...I assume most TV-Tuner cards some with similar software.

P.S.
I've heard about some open source (free) DVR software. I think it was MythTV.... But, it appears that MythTV is for Linux. While I was searching for "open source DVR" I ran across this site, which might be useful.
