Creating new menu templates

Is Photo Impact the only way to create new DVD menu tempates? I'm hoping for some solution other than spending more money...

In Ulead DVD MovieFactory 4 you can edit the DVD Menu freely, however, the menu cannot be saved as an template I think. You will need PhotoImpact for it.
