You don't get it, do you? If there was a way, we would have told you and could have closed this thread a long time ago.

As far as I'm concerned, it's closed now.

I don't know who your audience are but I'm sure they would appreciate DVD quality coming from a VHS tape, wouldn't they?

Well, if you see yourself needing to do many of these for customers (and DVD is out of the question), then you should look into the oversized CD's.

Also, have you tried just lowering the audio bitrate (which should be good for VCD 2.0 specs). The 84 minutes should work if you lowered to under 128kbps audio. For 90+minutes, you'll need to also lower the video bitrate (which I believe is ok to a point -- VCD has a max video bitrate, but I don't know what the Min video bitrate is. But as others have mentioned, unless you have the best encoders and pristine source video, quality is going to go downhill really fast...).
