I have a VideoStudio project that I would like to convert to a swf file so that it can be viewed in Flash and streamed on a website. I have version 9 and wonder if this can be done with version 10 or if another program/plug-in is required.

VS does not have the ability to create SWF. However you can do this with other programs. I take it you are wanting to stream this from your own hosted site. There are a couple of possiblities for this.
1. You can purchase another program, that costs anywhere from ~$50 (US), to several hundreds.
2. Upload your video to one of the free hosting sites like YouTube. Then embed the video in your site. YouTube and others provide the ability to link to it, and it will play/stream from your website.
I do use one called SwishVideo2 from Swishzone.
