During install ACCESS IS DENIED: isusweb.dll

I'm having this exact problem. I am trying to instal PhotoImpact 12. I get the following error message at the end of the installation:

The following files did not self-register or unregister:

1. C:\WINDOWS\Downloaded Program Files\isusweb.dll
Access is denied

To continue, click OK; otherwise, click Cancel

If I click "continue" I can use PhotoImpact 12, but I can't install the content packs or Cool 360 because their installation routines can't see that PhotoImpact 12 is actually installed.

Does anyone know how to fix this?
