I have a single layer DVD which is already menued & chaptered. All I want to do is re-author the sound to 5.1 without losing the menu or chapters. Can I do this with VS10+? or are there any other programs that could do it? Thanks in advance for any help.

Video Studio alone can't directly edit a DVD structure. Whenever I've done anything like that, I've simply created new menus.
You might be able to do it with some "DVD hacking tools" such as:
IFOedit
VOBedit
DVD Rebuilder
And, some web sites where you might find some useful tools:

There is also the issue of how you are going to create the 5.1 channel file from a 2-channel file. Unless you want to manually pan & position the sounds, it's really hard to beat your Pro Logic reciever at decoding 2-chanels to 5.1 surround! And, the Pro Logic decoder allows you to adjust the settings to taste at playback-time. The 5.1 digital surround is totally controlled at encode-time.
