Here's my situation - I have about 15 VHS tapes of home movies that I'm trying to convert to DVD. I've transferred all of the tapes to my HD with each family event as its own file. I did this because I'd like to put a title screen at the beginning of each event.
I'm using InterVideo WinDVD Creater 2.0 to create my title screen/movie clip combinations and then export the whole thing to a ~4.0G MPEG file. From there, I was able to import the file into DVDWS, add my chapters at each title screen and create the links to my menu.
Disc 1 went fine, but now I'm having a problem with disc 2. When I try to create my chapters (with the Locate I-Frame box checked), I don't have any I-frames between 0:00:04.00 and 2:27:30.26. When I did this originally, I had an I-frame approximately every 15 frames, which was how it was supposed to be.
What the heck is happening?? I'm only using InterVideo WinDVD Creater 2.0 because it came with my capture device, so if anyone can recommend something that might work better, I'm all ears!!

Sounds like corruption. You can try running it through Womble (use the free trial) and use the function MPEG GOP fixer found in the tools menu.
