Can uninstall VS9 after trying to install in Windows Vista

Just got a new PC with Windows Vista and was attempting to install VS9 prior to the upgrade for VS 10+. The install stalled when trying to install Smarttracks component, and my PC locked up. When I tried to go in and uninstall VS9 through Windows, I keep receiving an error message. Is there a way to do a clean uninstall?

Get into the habit of using it everytime - BEFORE - you install anything.
