Plug-in Similar to Moving Parts

Has anyone come across a free or low cost plug-in that is similar to Moving Parts?

What I want to do is block out someone's face with a smiley face. Doing it frame by frame would prove to be quite painful. Moving Parts would be perfect, but not at $100+. Is this something that FX Bench can do?

If you have PhotoImpact or Photoshop or similar you could try doing it this way:

Alternatively you can try this method:
