Japan of course uses the NTSC system, so you would need to convert your PAL video to NTSC -- not an easy task, and in any case, one which is unlikely to produce a smooth result. PAL speed is 25 frames per second, whereas NTSC is 29.97 frames per second. In other words, extra frames will have to be added to bring it up to the NTSC speed, and this means that some frames will be copied and repeated, making for a potentially strange effect. In addition, the frame size in PAL is 720 x 576, whereas for NTSC it is 720 x 480.
While it can be done, I am not sure the effort is worth it. Others might disagree (and probably will!
)
Here is Australia, as you will know, most of our PAL DVD players will play NTSC DVDs with no trouble. The same is not necessarily true of NTSC players, apparently. But I would have thought that if anywhere in the world was going to have overcome any problems in this regard, it would be Japan.
So my own advice would be simply to prepare your DVD in PAL format and send that. And then hope that your recipient(s) will not have any difficulty in playing it.

Thank you Ken for your thoughts & I'll take your advice & go with the PAL DVD & see what happens. Regards Paul
