No Filters In Menu

I have just reloaded my computer and after installing VS10 there is no option for Video Filters on the menu? Any suggestions on how to get that option back? Have I done something wrong?

I will be doing the same when I am done here, as mine mysteriously disappeared yesterday while working on a project.

Terry's method (from the link above) does work, but it also sets everything back to default settings, just as doing a Repair from the CD would do. All custom libraries, etc. are lost.
