We are talking at cross purposes here. There are in fact two triangles possible in timeline view. One is the bigger downward pointing one with the smaller dark blue triangle in its centre which moves progressively through the ruler above the timeline. But there is a second, which was new in VS10, which is a small upward pointing golden triangle which is fixed and inserted with a mouse click in the small grey bar between the timeline and the ruler. These are chapter points and behave as kjfrey describes IF VS10 SP1 has been added.
But as I say, they were only introduced in VS10, and Ranis has VS9.

If you do indeed upgrade, just be aware that to get the chapter marks to work as advertised you either have to go straight from the project in the timeline phase, straight to the burning module (Share > Create Disc), jumping the step we normally recommend of first creating a DVD-compatible mpeg-2 file of your whole project (Share > Create Video File > DVD).
OR (thank you Ulead) you apply the SP1 update patch which, amongst other things, corrects this. That way, you can still go ahead and create the mpeg-2 file and the inserted chapter points are retained. And when you go into the burning module eventually, and into the Create Chapters page, the chapter points will be recognised.

This is not rumor, and no secret that about every year a new version is released. The next consumer version is VS11 and VS11 Plus. Intervideo/Ulead has been providing coupons when submitting Tech Forms (problems with the program) that have these newer versions listed. Well, keeping up good hopes I just tried kjfrey1701's suggested idea with VS10 SP1 installed. I entered the exact position of all my 85 chapters manually using the gold triangle. I burned the project as a DVD quality mpg2 file which came with an upd file as well.
Then I started a new project, I added the newly burned mpg2 file and clicked on "insert scenes as chapters".
AGAIN - all the chapters shifted a couple of frames forwards or backwards!
I'm giving up on precision video editing with Ulead.
Just to clarify - in the future you may want to burn the same DVD with the same chapters, but with completely different DVD outfit (different skins, menu music...etc.) So, you will have to create the DVD menus again in "create disc". This is where saving video as mpg2 file and upd file is supposed to come in handy. Your video is in the mpg2 file and the chappters are in the upd file, so you are supposed to only edit the DVD menu and then you have a different looking disc. (Keeping ISO files of the DVD will only recreate the same old DVD)

Kind of defeats a lot of the purpose of the MPEG format but you can increase the number of i frames. Though not really what changing the number of i frames was meant for, it was intended to give a smoother picture where fast action is involved.
