In which case I'd say that Uleads reccommended specs would do the job, as you aren't dealing with full hd video files for editing.
Does MF5+ have an HD encoder to convert the files to HD?
You'd also need to buy a blue ray burner, being as you don't have one and check whether the blue ray burning pack has been released.
But why do you want to upscale mpeg2 and wmv to HD, I'd have thought when watched a proper HD tv the quality would be poor.

Whilst you can probably convert standard definition to High Definition to watch on a Blue Ray, why would you want to do so?
Blue ray discs will be more expensive than traditional standard definition disc.
The quality will not be any better because you cannot put in what wasn't there in the first place.
It would be like taking an 800x600 pixel JPG image and enlarging it to
4000 x 3000 but expecting everything to remain sharp and clear.

So if the MPEG-2 / WMV video is already in HD quality, you do not need to upscale it to view on HDTV.
