Inconsistency and work around 4:3 stuff in a widescreen proj

My widescreen 16:9 project has some 4:3 shots in the overlay video track. When I do a project pay back it's OK: wide is wide and 4:3 is not distorted, that is it's 4:3 and does not fill the screen.

When I produce a DVD the 4:3 shots are distorted, long people, almost square screen size for the 4:3 stuff
I have a work around. The DVD plays fine now, but a preview is distorted.

Work around:
- resize the 4:3 non distorted (yellow corner) to the largest size within the 16:9 border
- right align the 4:3 with the 16:9 border
- resize and distort the 4:3 by resizing the left border so the whole 16:9 screen is filled
- resize non-distorted (yellow angles) to the size that is needed.

4:3 seems distorted now in preview, but plays fine when played from a DVD

Settings in my case
16:9 project
PAL, 25 fps
render non-square pixels
