I imported a hand-held music video [mpeg which was already burned to a disk since I lost the original .avi] into UVS9 in order to convert to .wmv for youtube website.
I was sort of dissapointed in the quality and size.
ok but a bit too much compression and small.
I then imported the same mpeg into the TMPGEnc encoder to convert to .wmv and the results were sharper and a larger viewing area and audio was brighter sounding..
I was impressed concidering:
it was imported into VS 9 as avi [ no brainer] but remember next time not to lose.
rendered to mpeg
burned to dvd
disk imported into 3rd party encoder
compressed 'again" for .wmv
encoded for Youtube

The quality of your WMV is going to depend, as you learned, on the quality of your source file, in your case the MPEG, and the resolution. If you have a video file, the resolution say is 160 x 120, then you can not expect a good quality by increasing the resolution. Next is the formats to consider, was your source file a MPEG-1, MPEG-2, or MPEG-4? I assume it was MPEG-2 since it came from a DVD.
I will admit that I have attempted to create a WMV file from an DVD-MPEG2, using VS10+, and was not that impressed. If your output is to be WMV, I have found Windows Media Encoder does a better job. VS does do a decent job on creating WMV from DV.
However by all means use whatever workflow and programs to achieve your intended goal. Video editing applications from whatever manufacturer should not be considered the end all program. Your video looks fine...
