I would follow marmari's advice and buy Adobe PhotShop, the full version in all it's glory and expense.

You would really have a reason to shout then.
The problem you describe is not a ULEAD problem. It's the TV standard. Your analog TV is not going to show you your full image, never. What you are complaining about is, what every video enthusiast should know by now, called the TV overscan. Your TV screen, for technical reasons, will not display around 10 to 15% of your full frame, 10 to 15% on each and every side. It's just a fact of life.
That's why programs like CD & DVD PictureShow, VideoStudio, MediaStudioPro etc. have a setting where you can determine what your overscan margin is (because it varies from TV to TV) and it will also display the so called "Title Safe" area in the preview screen if you chose to display it. As long as you stay within the title safe area, your images will show completely.
You would have to make yourself a background image of the exact video frame dimensinons and place your images (smaller in size by the amount of overscan) onto this background.
